In Minnesota, where snow plows are plentiful in winter weather, they have trouble when it snows hard on elevated roadways. Instead of being able to push the snow to the side of a regular road, the snow just builds up on the sides off a ramp. This creates a ramp on the outside edges as it rises to meet the concrete barriers meant to keep you from literally "driving off a cliff".
