Asheville City Council voted unanimously Tuesday to pass a resolution that formally apologizes to its Black residents for the city's role in slavery, discriminatory housing practices and other racist policies during its history.
While the resolution "doesn't mandate direct payments" to citizens, it does call on the city to create the Community Reparations Commission, which will make investments in areas where Black residents face disparities.
